                          Dear Ms. Dortch:

                          Intelsat License LLC (“Intelsat”), by its counsel, hereby provides information
                          demonstrating compliance with the Commission’s second and third milestones—
                          critical design review (“CDR”) and begin construction—for the Intelsat 29e
                          satellite. Intelsat has a pending application for authority to launch and operate the
                          Intelsat 29e satellite.1 To demonstrate compliance with the first milestone for the
                          Intelsat 27 satellite, Intelsat submitted a multi-satellite construction contract
                          simultaneously with the application for authority to launch and operate.2 In its
                          application for Intelsat 29e, Intelsat established that this previously filed contract
                          extends to the Intelsat 29e satellite, and requested the Commission find the first
                          milestone satisfied and impose a bond reduced by 25 percent to $2,250,000. By this
                          letter, Intelsat updates its application to request that the FCC find the first three
                          milestones—contract, CDR, and begin construction—satisfied and impose a bond
                          reduced by 75 percent to $750,000.

                          In support of the requested milestone compliance findings and bond reduction,
                          Intelsat is providing:

         (1) two photographs of the Intelsat 29e satellite under construction;

         (2) a signed statement of program manager Duy Nguyen certifying that (i)
             the second and third milestones have been completed; (ii) the photos
             depict the Intelsat 29e under construction; and (iii) Intelsat has
             completed the payments identified in Exhibit E1-1 of the Intelsat 29e
             construction contract through payment #26.

                                  CERTIEFICATION

The undersigned hereby certifies to the Federal Communications Commission
as follows. As of November 14, 2014:


    1)   I am the program manager responsible for oversight of the construction
         of the Intelsat 29e satellite;
   2)    I am familiar with the milestone requirements set forth in Section 25.164
         of the FCC‘s rules;
   3)    CDR for Intelsat 29e was completed on November 13—15, 2013 and
         construction has commenced.
   4)    Construction of Intelsat 29e is scheduled to be completed on August 1,
         2015.
    5)   The photographs submitted as part of the "Supplement to Application
         for Satellite Space Station Authorization for Intelsat 29€e" are
         photographs of the under—construction Intelsat 29e satellite;
   6)    Intelsat 29e is expected to ship to the launch site in early 3"" quarter
         20135;
    7)   Intelsat has paid the payments identified through payment #26 of Exhibit
         E1—1 of the confidential Fixed Price Satellite Contact for the Intelsat 29e
         Satellite Program.
