Section 25.142(e) Report for 1.6/2.4 GHz Mobile Satellite System Constellation Communications Holdings, Inc. ("CCHI") submits the following information current as of September 30, 2001. 1. Status of Satellite Construction/Launch Dates In June 1998, CCHI‘s affiliate CCI International, N.V. entered into a satellite construction contract and launch agreement with Orbital Sciences Corporation which satisfied the first milestone in CCHI‘s license. This satellite construction agreement remains in effect. As a result of the financial and operational problems faced by other mobile satellite service licensees (including the bankruptcies of Iridium and ICO), CCHI has requested an extension of time for the remaining milestones. 2. List of Non—Scheduled Space Station QOutages Not Applicable — CCHI space stations have not yet been launched. 3. Utilization of In—Orbit System Not Applicable— CCHI space stations have not yet been launched. 4.
