        Dear Sirs:

               OnJuly 1, 1997, the Commission granted the license application of Mobile
        Communications Holdings, Inc. ("MCHI") for authority to construct, launch, and operate a Big
        LEO satellite constellation. The license order specifies implementation "milestone" deadlines
        and states that, unless extended for good cause, the license will become null and void in the event
        the licensee fails to meet any of them. The first specified milestone requirement is to commence
        construction of two satellites by July 1998, and the second is to commence construction of the
        remaining satellites by July 2000. Mobile Communications Holdings, Inc., 12 FCC Red 9663
        (1997).

                 The Commission requires the execution of a non—contingent construction contract to
        satisfy a construction commencement milestone. See Norris Satellite Communications, Inc., 12
        FCC Red 22299, 22303—04 (1997). An MCHI official declared in an affidavit filed with the
        Commission on June 22, 1998 that MCHI had met its first milestone requirement by entering into
        a non—contingent contract with The Boeing Company for construction of two satellites. On July
        31, 2000 you filed an affidavit from MCHI‘s president certifying that MCHI had met the second
        milestone requirement by entering into a non—contingent contract with Teledyne Brown
        Engineering, Inc. for construction of additional satellites.


         In order to enable the Commission to verify those representations, please submit copies
of MCHI‘s executed contracts for satellite construction, including any amendments, by October
12, 2000, with a hand—delivered courtesy copy to William Bell of my staff. Please contact Mr.
