       On December 13, 2010, L. Barbee Ponder IV (General Counsel and Vice President of
Regulatory Affairs) and Tony Navarra (President, Global Operations) of Globalstar, Inc.
(“Globalstar”), along with the undersigned and Elvis Stumbergs of Wilmer Cutler Pickering Hale
and Dorr LLP, held a teleconference with Mindel De La Torre, Roderick Porter, Karl Kensinger,
and Robert Nelson of the International Bureau. We discussed Globalstar’s December 21, 2009
application for authority for its FCC-licensed U.S. earth stations to communicate with its French-
licensed second-generation constellation.
