Washington, D.C. 20554 Re: DIRECTV Amendment Application SAT-AMD-20080916-00188 Dear Ms. Dortch: Intelsat North America LLC (“Intelsat”) submits this letter supporting the grant of the above referenced 17/24 GHz Broadcasting Satellite Service (“BSS”) amendment application. As stated in the application, Intelsat, DIRECTV Enterprises LLC, and Pegasus Development DBS Corporation have executed an Orbital Location Rationalization Agreement through which the parties intend to consummate a series of transactions that will serve the public interest by simplifying the 17/24 GHz BSS applications currently before the Commission, rationalizing the licensing of valuable orbital/spectrum resources, and maximizing the operational capabilities of their proposed systems at the nominal 91” W.L., 99” W.L. and 107”W.L. orbital locations.
