Nature of Service:       Fixed Satellite Service


On October 15, 2010, the Satellite Division granted, with conditions, the request of PanAmSat Licensee Corp. to operate its C-band space station,
Galaxy 12, at the 133.0º W.L. orbital location. Accordingly, PanAmSat is authorized to operate Galaxy 12 in the 3700-4200 MHz
(space-to-Earth) and 5925-6425 MHz (Earth-to-space) frequency bands to provide Fixed-Satellite Service from the 133.0º W.L. orbital location.
Additionally, PanAmSat is authorized to conduct telemetry, tracking, and telecommand operations with the Galaxy 12 space station at the 133.0°
W.L. orbital location using the following frequencies: 4198.0 and 4199.875 MHz (Horizontal/ space-to-Earth); 4198.0 and 4199.875 MHz
(Left-Hand Circular Polarization/space-to-Earth); 6424.5 MHz (Vertical/Earth-to-space); and 6425.5 MHz (Right-Hand Circular
Polarization/Earth-to-space).

Special Temporary Authority

On October 21, 2010, the Satellite Division granted, with conditions, special temporary authority to EchoStar Corporation to continue to operate
the EchoStar 15 satellite over Channels 23 and 24 at 61.55 W.L. for 180 days.

On October 15, 2010, the Satellite Division granted, with conditions, special temporary authority to Intelsat North America LLC, for a period of
60 days, to continue to operate its C- and Ku-band space station, Intelsat 709, at the 54.85º E.L. orbital location. Specifically, Intelsat is
authorized to conduct telemetry, tracking, and telecommand operations with the Intelsat 709 space station at the 54.85º E.L. orbital location using
the following frequencies: 6173.7 MHz and 6176.3 MHz (left-hand circular polarization/Earth-to-space); 3947.5 MHz, 3948.0 MHz , 3952.5
MHz, and 3952.0 MHz (right-hand circular polarization/space-to-Earth). Intelsat is also authorized to operate the Intelsat 709 space station in the
3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10950-11200 MHz (space-to-Earth), 11450-11700 MHz (space-to-Earth),
12500-12750 MHz (space-to-Earth), and 14000-14500 MHz (Earth-to-space) frequency bands to provide fixed-satellite service from the 54.85º
E.L. orbital location.

Special Temporary Authority

On October 20, 2010, the Satellite Division granted, with conditions, special temporary authority to PanAmSat Licensee Corp. for a period of 30
days to conduct telemetry, tracking, and telecommand operations necessary to drift Intelsat 2 from 157.0° E.L. to 174.0° E.L. using the following
frequencies: 6424.5 MHz (H) and 5925.5 MHz (H) (Earth-to-space), and 4198.5 MHz (H, V) and 4199.5 MHz (H, V) (space-to-Earth).
PanAmSat is also authorized to operate Intelsat 2 temporarily in the C- and Ku-bands at 174.0° E.L. at 174.0° E.L. using the following
frequencies: 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 12250-12750 MHz (space-to-Earth), and 14000-14500 MHz
(Earth-to-space).
