                                        Satellite Space Applications Accepted for Filing
The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Amendment


PanAmSat Licensee Corp. (PanAmSat) currently has pending before the Commission an application (File No.:
SAT-AMD-20031103-00320) to operate Galaxy 15 from 133º WL, providing U.S. coverage utilizing the 5925-6425 MHz and
3700-4200 MHz frequency bands. In this amendment, PanAmSat supplements its pending application to address the potential impact
on cofrequency adjacent satellites from the proposed operation of Galaxy 15. In addition, subsequent to the initial filing, PanAmSat
reached agreement with Lockheed Martin Corporation (LM) to incorporate LM’s Regional Positioning System (RPS) payload onto
Galaxy 15 (see File No. SAT-AMD-20040203-00011 for a description of LM's RPS payload). As a result of the inclusion of the LM
payload and modifications to the spacecraft unrelated to the LM payload, other Galaxy 15 parameters have changed and need to be
updated. This amendment specifies changes related to the following areas: a) Spacecraft Structure; b) Spacecraft Power Budget; c)
Spacecraft Mass Budget; d) Command Frequency and e) Telemetry EIRP.

Special Temporary Authority


DIRECTV Enterprises, LLC (DIRECTV) has filed a request for special temporary authority (STA) to operate its geostationary space
station DBS8402 (DIRECTV 1) at the 101° W.L. orbital position at the currently licensed parameters and specifications for 180 days
beyond the license expiration date, through and including December 2, 2004.
