                          These authorizations permit a wide range of common carrier services, such as
                          satellite television services, cable restoration services, point—to—multipoint Datanet
                          service, international facilities—based and resold services, and space segment

services. The specific authority granted in these authorizations has been subsumed
bythe Commission‘s April 11, 2006 more general grant of global facilities—based
and resold Section 214 authorlty to Intelsat USA License Corp.!‘ Accordingly,
Intelsat USA License Corp. surrenders these sixteen authorizations, effective
immediately."

Intelsat USA License Corp. further notes that, because these international Section
214 authorizations are either obsolete or duplicative of Intelsat‘s other authorization,
surrendering the authorizations neither "discontinue[s]" service nor "affect[s]"
customers within the meaning of the Federal Communications Commission‘s
international discontinuance rule, 47 C.F.R. § 63.19(a).

ITC—214—20051031—00443 (Apr. 13, 2006) (Public Notice).

2        Following the surrender of these sixteen authorizations, Intelsat USA License Corp. will
hold one global facilities—based and resale international Section 214 authorization (File No. ITC—
20051031—00443) and two authorizations that involve service between the United States and Cuba
(File Nos. ITC—92—141 and ITC—94—272). Intelsat USA License Corp.‘s sister company, Intelsat
General Corporation, also holds an international Section 214 authorization for global facilities—based
and resale service ( File No. ITC—214—20040528—00213). Each of these four authorizations prohibit
the provision of common carrier switched services unless Intelsat USA License Corp. or Intelsat
General Corporation requests and receives prior Commission approval . See File Nos. ITC—MOD—
20050329—00170, ITC—MOD—20051007—00445 and ITC—214—20051031—00443.
