**1 ORDER AND AUTHORIZATION

                               Adopted: March 22, 1991; Released: March 29, 1991
*1768 By the Chief, International Facilities Division:



1. The captioned application, filed by American Telephone and Telegraph Co. (AT&T) and AT&T of Puerto Rico,
Inc. (AT&T-PR), requests authority pursuant to Section 214 of the Communications Act of 1934, as amended, to
convey, acquire, and activate facilities in The Transcaribbean Cable System (TCS-1) for service between Puerto Rico
and Colombia. The application was placed on public notice on November 28, 1990. No comments were received. Upon
consideration of the application, we find that authorization of the requested facilities and services is required by the
public convenience and necessity.



2. Accordingly, IT IS ORDERED that application File No. I-T-C-91-034 IS GRANTED, and:



a. AT&T is authorized to convey to AT&T-PR, on an Indefeasible Right of User (IRU) basis, a one-half interest in
18 64-Kbps circuits AT&T wholly-owned in subsegments G-1 (Puerto Rico-Branching Repcater) and G-4 (Branching
Repeater-Colombia) of the TCS-1 Cable;



b. AT&T-PR is authorized to:



1. acquire, on an IRU basis, from AT&T and activate the facilities in (a) above for service between Puerto Rico and
Colombia;



2. deactivate 12 voice-grade circuits between Puerto Rico and Colombia in the St. ThomasPuerto Rico Microwave Radio
System and St. Thomas-Venezuela II Cable, and to transfer traffic from these circuits as well as the authorization for
additional six circuits in the St. Thomas-Puerto Rico Microwave Radio System and St. Thomas-Venezuela II Cable not
yet activated to the facilities in (a) above; and

3. use the facilities authorized herein to provide AT&T-PR's regularly authorized services between Puerto Rico and
Colombia and beyond.



3. This order is issued under Section 0.291 of the Commission's Rules and is effective upon adoption. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the Commission's Rules may be
filed within 30 days of the date of public notice of this order (see Section 1.4(b)(2)).
