Please explain in the area below why an STA is necessary:
The Boeing Company (?Boeing?) has been operating the Seatel 2403 antenna for testing and service validation under experimental authority granted by the Commission (see Call Sign WD2XFK, File No. 0360-EX-ST-2004). Experimental authority has also been granted for similar types of Seatel antennas used in the maritime mobile context (see File Nos. 0047-EX-ML-2003 and 0280-EX-ST-2003, Call Sign WD2XAU; see also File No. 0300-EX-ST-2003, Call Sign WB9XUG). Boeing seeks continued auuthority to operate under the new STA in precisely the same manner as authorized in its existing STA. Specifically, Boeing seeks to operate up to ten (10) terminals at a maximum transmit power of 19.5 kW (42.9 dBW), which results in an off-axis EIRP that is significantly less than that of a single routinely licensed VSAT antenna. In addition, Boeing expressly accepts all of the conditions included in its existing STA. Boeing anticipates conducting limited experiments pursuant to OET authority until such time as the International Bureau finalizes rules for ESV licensing. A notice of proposed rulemaking to adopt ESV licensing rules has been issued, and Boeing is confident that the Commission will proceed to adopt final rules in the ordinary course. In the unlikely event that the Commission does not ultimately adopt ESV licensing rules, Boeing recognizes and accepts that subsequent grants of experimental STA and/or licenses for ESV operations are not guaranteed and thus may not be forthcoming. Finally, given that this STA request essentially constitutes a renewal of existing an STA under the same terms and conditions previously authorized by the Commission, Boeing would urge the Commission to grant this request expeditiously.
