Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
In this Application, The Boeing Company (“Boeing”) requests that the Commission grant Boeing special temporary authority (“STA”) to operate a up to four aircraft earth station (“AES”) antennas (two phased array antennas and two reflector antennas) at its System Integration and Testing Facility (“SIF”) in Kent, Washington. The requested experimental STA will assist Boeing in conducting critical testing and evaluation of the Aeronautical Mobile-Satellite Service (“AMSS”) antenna systems and services to be deployed for the Connexion by Boeingsm service. The Commission has already authorized the operation of ten (10) of each type of the subject antennas on an experimental basis in an aeronautical mobile context. See File No. 0038-EX-ML-2003, Call Sign WC2XVE. The technical and operational parameters of the SIF test antennas will be precisely the same as previously authorized by the Commission, except that the antennas will be mounted on the roof of the SIF and operate as fixed stations (rather than on an aircraft in flight as a mobile stations), and Boeing hereby incorporates by reference the technical demonstrations for these antennas made in Boeing’s prior experimental license applications. During testing and experimental operations, each antenna will be mounted on a 3-axis positioner so that it is approximately six feet above the roof level. The positioner is capable of rotating 360 degrees in azimuth, + 45 degrees in roll, and + 15 degrees in pitch to simulate aircraft movement. Given that the antennas will operate at a fixed location, however, their interference potential is substantially less than that of previously authorized AMSS operations. Boeing seeks to commence antenna testing as early as September 29, 2003. Accordingly, Boeing respectfully requests that the Commission grant Boeing an STA to conduct the testing and experimentations described herein and in the accompanying FCC Form 442 at the earliest possible time.
