Please explain in the area below why an STA is necessary:
Pursuant to Section 5.61 of the Rules, The Boeing Company (?Boeing?) respectfully requests that the Commission authorize it, on a temporary basis during the pendency of Boeing?s application to modify existing experimental station license Call Sign WC2XVE, for a period commencing on July 1, 2002, and not to exceed six months: (i) to operate its authorized experimental stations on U.S. aircraft in international airspace; (ii) to operate its stations using additional emission designators; (iii) to conduct experiments under a contractual agreement with the Unites States Government; (iv) to conduct limited market studies; and (v) to add the EUTELSAT II-F4 satellite as an authorized point of communication for experimental stations on U.S. aircraft in international airspace. See The Boeing Company, Experimental Radio Station Application, File No. 0032-EX-PL-2002 (filed June 3, 2002) (?Experimental Modification Application?). Of course, if the Commission grants Boeing?s Experimental Modification Application by July 1, 2002, then there would be no need to act on this STA request. As demonstrated in the Experimental Modification Application, as supplemented herein, expanding Boeing?s experimental operations in the manner requested would strongly serve the public interest. The public interest factors, technical data and other information supporting grant of Boeing?s Experimental Modification Application are set forth fully therein and, in the interests of administrative convenience, are hereby incorporated by reference. Accordingly, this STA request focuses on the need for expedited grant of temporary authority to conduct the additional experimental operations described in the Experimental Modification Application. Boeing?s request for special temporary authority commencing on July 1, 2002, is prompted by the immediate desire to test and demonstrate its experimental aircraft stations to verify satellite communications links over the North Atlantic and to participate in the Farnborough International Air Show to be held from July 22-28, 2002, in the United Kingdom. (Boeing is seeking authority to operate its mobile stations in and over the U.K. during the Farnborough Air Show from appropriate governmental authorities within the United Kingdom, and will seek similar authority from appropriate foreign government agencies to the extent it seeks to operate its experimental stations in other foreign airspace.) Obtaining FCC authority to conduct the requested expanded operations several weeks prior to the Farnborough International Air Show is necessary to permit Boeing to prepare its experimental stations for this event, and to work through any operational issues that may be discovered during the preparatory process. During this air show, Boeing intends to demonstrate its equipment and service offerings to potential customers while on the ground and in the air in and around Farnborough. Some of these flights will extend beyond the territorial waters of the United Kingdom and over international waters. Because the significant benefits of expanding Boeing?s experimental authorization extend well beyond this specific requirement of the Farnborough International Air Show, Boeing requests temporary authority to conduct the requested additional experimental operations after that show and until its underlying Experimental Modification Application is granted. Notably, as discussed in the Experimental Modification Application, Boeing?s experimental operations will afford U.S. Government officials and decision makers access to real-time, broadband communications services aboard government aircraft, enabling them to communicate effectively and make timely and informed decisions affecting national security, foreign policy and other important U.S. Government matters. The need for U.S. Government access to such advanced communications services has never been clearer, particularly at this critical juncture following the recent terrorist attacks on the United States and heightened international tensions. Thus, granting Boeing special temporary authority to provide critical communications services to the U.S. Government plainly would serve the public interest. Accordingly, Boeing respectfully requests that the Commission expeditiously grant this STA request prior to July 1, 2002.
