Please explain in the area below why an STA is necessary:
The Boeing Company is under contract with the Austrailian Air Force to modify a 737 aircraft into a early warning platform, somewhat like the US AWACS aircraft. This contract dictates the testing of all systems prior to dilivery to the austrailians.

Please explain the purpose of operation:
The Boeing Company needs to transmitt on 128.75 and 343.33 for approxamatly 90 seconds each frequency. The program engeneers need to transmitt on these subharmonics of the IFF recieve frequency to assertain inpact to IFF operations. Testing will be precoordinated with local FAA ATC personel prior to transmiting. Aircraft flight level will be up to 29 thousand feet
