Please explain in the area below why an STA is necessary:
The proposed operations will be a brief preliminary step to assess the suitability of equipment which Applicant plans to use in future field trials of the technology at issue. Because the proposed operations should require less than six months to complete, an STA is appropriate in this case. After trouble-shooting any equipment issues discovered as a result of the proposed indoor operations, Applicant plans to file a Form 405 for an experimental license to conduct an outdoor field trial in a different geographical location.

A Digital Video Broadcast Handheld (DVB-H) system will be tested indoors in a laboratory at low power to determine if the DVB-H modulation standard performs satisfactorily. Additionally, baseband processing systems such as video compression and multiplexing will be tested to determine if they are consistent with standards. The DVB-H system to be tested incorporates a number of new technologies which require laboratory testing because items such as H.264 compression, error correction, and OFDM modulation methods are not yet deployed in the US. UHF channel 59 was chosen for the proposed operations because the closest licensed broadcast transmitter is approximately 90 miles from this location.
