Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Testing Mobile applications, supporting transportation choices through live data transportation, and shared mobility facilities. The trial will consist of up to 2 fixed site base stations and will be located inside the geographic region described in Section 2. Up to 4 mobile devices will operate in the areas of the fixed base stations. All base station equipment is prototype hardware, controlled and owned by NOKIA and will be removed after the conclusion of the trial. The intent is to operate the LTE uplink/downlink 24 hours per day 7 days per week. At present, the City and County of San Francisco (Local Government) together with Nokia and other vendors, have been doing extensive research and testing on the LTE technology at the two sites, in the same geographical area of this request, operating under the granted STA with file number 0793-EX-ST-2018. This STA extension is critical to the continued exploration and study of new wireless technologies for effective monitoring and management of our wireless camera technologies, IoT and SCADA systems. This study will provide valuable understanding of how camera technologies can most cost effectively be deployed, operated and managed to provide reliable and sustainable Signal traffic IoT, SCADA systems, crime prevention technologies which need new high capacity wireless networks. In the additional extension of the study, additional coverage and performance measurement will be conducted. Perform additional testing the operational performance of an in-building and outdoor CBRS network. Identifying where process improvements can be made for City’s needs. Identifying where resource allocations can be changed Effectively managing workload across enodeB Establishing performance benchmarks for the CBRS LTE. Currently City is testing the performance of multiple mobile data applications which could be used for SF Muni and public housing projects.
