Please explain in the area below why an STA is necessary:

RF Film, Inc. is filing an STA request for the shooting of a feature film at and around Camp Pendleton CA. RF Film, Inc. submits that there are extraordinary circumstances warranting a grant of the STA request. Paramount Pictures 5555 Melrose Ave. Bungalow 6 Los Angeles CA, has contracted RF Film, Inc. to provide the necessary microwave for the shooting of this production. Due to the extreme frequency congestion in the Los Angeles / San Diego area, coupled with the added congestion from traditional Television and News coverage of special events in the area, RF Film requests the use of a channel in the 2360-2390MHz Telemetry Band.
