Please explain in the area below why an STA is necessary:
Raytheon requests that the Federal Communications Commission (FCC) grant an experimental special temporary authority (STA) for use of the Long Term Evolution (LTE) Band 14 public safety spectrum in Anaheim, California, at the Association of Public-Safety Communications Officials (APCO) Conference which will take place August 18 to August 21, 2013. The STA will be utilized to demonstrate LTE broadband capabilities that will ultimately protect the life, health or property of first responders and citizens of the United States.

Please explain the purpose of operation:
Demonstration at the APCO conference conform to the following parameters: 1. Operation will be confined the vicinity of the Anaheim Convention Center, 800 West Katella Ave, Anaheim, CA 92802. The equipment for these operations will include one Nokia Siemens base station and associated antenna located at the demonstration site, along-with a small number of portable units operating at no more than 1.0 kilometers from the base site; 2. We are requesting authority from the FCC to operate over the 758-768/788-798 MHz band; 3. Operation will occur between August 17, 2013 and August 21, 2013, allowing time for setup and testing, demonstrations, and teardown; 4. Raytheon has analyzed information from the FCC’s ULS databases and has determined that the proposed operation would not interfere or create a significant potential for interference with any public safety operations in the 700 MHz band. Specifically, we found no active public safety licenses authorizing operation in the Anahem. CA area on frequencies that are co-channel to those proposed in this STA request

Demonstration at the APCO conference using the Long Term Evolution (LTE) Band 14 public safety spectrum. Demonstration at the APCO conference conform to the following parameters: 1. Operation will be confined to the showroom floor of the Anaheim Convention Center during expo business hours. The equipment for these operations will include one base station and a small number of portable units. Power levels will be set to limit coverage to the booth; 2. Operation to be over the 758-768/788-798 MHz band; 3. Operation between August 17, 2013 and August 21, 2013, allowing time for setup and testing, demonstrations, and teardown; 4. Raytheon analysis shows that operation will not interfere with any public safety operations; 5. Raytheon will work with other expo vendors to minimize in-building interference; 6. STA will be used for demo purposes only and will serve the public interest by providing APCO attendees with an opportunity to test and receive an introductory knowledge of the potential benefits and capabilities of a Band 14 LTE public safety network.
