Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Raytheon requests that the Federal Communications Commission (?FCC?) grant an expedited experimental special temporary authority (?Experimental STA?) for use of the public safety spectrum in Minneapolis, Minnesota at the APCO show using the Public Safety Broadband Licensee (?PSBL?) spectrum to demonstrate Long Term Evolution (?LTE?) equipment beginning on August 17th and ending on August 24, 2012. The demonstration and subsequent trial network will show LTE broadband capabilities that will ultimately protect the life, health, or property of first responders and the citizens of the United States.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
The demonstration will conform to the following parameters: 1. Operation will be confined to the immediate vicinity of the Minneapolis Convention Center, 1301 2nd Avenue, Minneapolis, Minnesota 55403. The equipment would include a base station and associated antenna located at the demonstration site, along-with a small number of portable units operating at no more than 1.5 kilometers from the base site. 2. We are requesting authority from the FCC to operate over the 758-768/788-798 MHz band, which is currently licensed on a nationwide basis to the PSST and is unlicensed D block spectrum. 3. Operation will occur between August 17 ? August 24, 2012, allowing time during that period for setup and testing, demonstrations, and teardown. 4. Raytheon has analyzed information from the FCC?s ULS databases and has determined that the proposed operation would not interfere or create a significant potential for interference with any public safety operations in the 700 MHz band. Specifically, we found no active public safety licenses authorizing operation in the Minneapolis, Minnesota area on frequencies which are co-channel to those proposed in this STA request.
