Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
PacifiCorp is a multi-state electric utility operating in portions of Oregon, Washington, Idaho, California, Utah and Wyoming. PacifiCorp holds licenses under Part 80 to use certain VHF Public Coast (VPC) frequencies for land mobile operations in support of its electric utility operations. PacifiCorp is currently designing a wide-area land mobile system on these and other frequencies. PacifiCorp is requesting Special Temporary Authority to conduct experiments on certain specific VPC frequencies near the Pacific coast and along the Columbia River for which PacifiCorp is not currently authorized. These experiments are to test data and control message transmission to and from mobile workforce vehicles. These tests are envisioned to take place both within PacifiCorps current license boundary and along the border shared with the adjacent geographic licensee, MariTEL. PacifiCorp has received written permission from MariTEL (attached) to conduct these experiments on frequencies authorized to MariTEL with the understanding that transmissions will be monitored and will cease upon notification of harmful interference. These experiments are in the public interest as PacifiCorp continually seeks means to more effectively and efficiently execute its regulatory compacts in the provision of electric service, and believes that the plan of experimentation will demonstrate to MariTEL that PacifiCorps use of these frequencies for land mobile use will not conflict with its provision of maritime services in adjacent license areas. Short term STA is needed to support coverage testing and optimization and to demonstrate that these frequencies can be used without interference into adjacent areas so that PacifiCorp can proceed with further planning and implementation of its wide area network

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
As explained in response to Item 4, above, PacifiCorp plans to use certain Part 80 VPC frequencies for land mobile use both within PacifiCorps current license area and along the border area with MariTEL, the current licensee of these frequencies. The plan of experimentation is intended support coverage testing and optimization and to demonstrate that these VPC frequencies can be used for both land mobile and maritime service near common license area boundaries without harmful interference. This program of experimentation is important to ensure that implemtation of PacifiCorps channel re-use plan will not result in actual interference to MariTELs maritime operations. The results of these experiments could also yield data that might be helpful to support PacifiCorps request for waiver to take assignment of the license for these frequencies for land mobile operations near maritime areas.
