Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
We are aware that many users of wildlife radio-telemetry are not operating under FCC authority. Since our work involves cooperation between the US Geological Survey (Biological Resources Division), National Marine Fisheries Service, US Army Corps of Engineers, and Oregon State University, proper authorization is important. Low power radio-telemetry transmitters and receivers will be used in water to monitor the migration of juvenile salmonids in the Columbia River. Receivers will be operated from fixed stations on land, from boat, and from a light aircraft. The goal of this research is to evaluate fish condition and performance in relation to US Army Corps of Engineers smolt transportation practices (i.e., barging), and how this practice may affect vulnerability to avian predators in the Columbia River estuary, Our studies will play a significant part in current evaluation of techniques for conservation of endangered salmonids in the Pacific Northwest. We have held an STA in the past (most recently 2001 - call sign WB2XHV, file number 0085-EX-ST-2001), Transmitters have a maximum life of 21 days (148-150 MHz frequency; digital signal). Note: as a government agency we are exempt from the application fee.
