Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Orbital Sciences Corporation will utilize the Antares Launch Vehicle to deliver the Cygnus Spacecraft to Low Earth Orbit as part of the NASA Commercial Orbital Services (COTS) program, Space Act Agreement NNJ08TA32S. The launch mission requires vehicle-to-ground communication from launch through payload delivery into Low Earth Orbit. NASA and NTIA are directing Orbital to request an STA to license the radio frequency emitters on the launch vehicle to manage emissions during the short duration of the mission.

Please explain the purpose of operation:
Orbital Sciences Corporation will utilize the Antares Launch Vehicle to deliver the Cygnus Spacecraft to Low Earth Orbit Radio frequency emitters on the launch vehicle serve 2 purposes for operation. One purpose is to provide telemetry, which is used to monitor launch vehicle health and status and to communicate the inertial guidance position of the launch vehicle. The other purpose is to support range tracking by way of a transponder that is interrogated from the ground.
