Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Orbital Sciences will be testing Passive Intermodulation Products down to the third order. At this low order, metallic structures within the building itself begin to overwhelm the environment. Only by removing the test article (satellite) from this environment can you ensure lack of interaction. For this reason, we plan on testing multiple frequencies over a very short duration to ensure that our article is not a source of PIM generation

Special Temporary Authority application - Information

Callsign:
WD9XID
Class of Station:
FX
Nature of Service:
Experimental

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
By performing PIM testing on the article in question (satellite), Orbital ensures the intermodulation free (and hence interference free) operation of the satellite while in space. Tests will be performed over very small bandwidths (40 kHz), over very short durations (< 2 min) during the middle of the night to ensure lack of interference with surrounding ground areas. Although testing could occur anytime within a 45 day period, test themselves will only be done on two back to back nights.
