Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Northrop Grumman requests filing of a Special Temporary Authority (STA) for Broadband Radio Service (BRS) channels H3 and G4 whose frequency range is from 2.674 GHz to 2.680 GHz and 2.680 GHz to 2.686 GHz, respectively. The reason for this request is that Northrop Grumman is now in the deployment stage of the Citywide Mobile Wireless Network, a secure, high-speed, broadband wireless network. This contract was awarded to Northrop Grumman by the Department of Information Technology and Telecommunications in September 2006. This wireless network will be used by various user groups in New York City that include NYPD, FDNY, the Department of Transportation, the Office of Emergency Management, etc. This STA request supersedes an existing STA which was only for three sites in lower Manhattan during the pilot stage of the project.

Please explain the purpose of operation:
This high-speed, secure broadband wireless network will provide state-of-the-art wireless services to public safety/first responders in New York City. The Northrop Grumman solution for this project will utilize equipment manufactured by IPWireless that operates in the 2.5 GHz band. The IPWireless equipment functionality is optimized using 10 MHz of contiguous spectrum.
