Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Northrop Grumman requests the filing of a (STA) Special Temporary Authority provided on MMDS band H3 block frequencies, which range from 2.674 GHz to 2.680 GHz in 6MHz alternating blocks. The reason for the STA request is to provide technical assistance to the U.S. Capitol Police (USCP) implementing a Truck Interdiction and Monitoring (TIMP) Program. The USCP Truck Interdiction and Monitoring Program will require contractor services to investigate, permit and deploy hardware, software and related equipment. The program is intending to provide technology for protection of the US Capitol from a wide range of possible threats. The goal of this Program is to design and install a system to monitor all approaches to Capitol Hill from the north, south, east and west. To achieve this goal, a combination of CCTV cameras and sensors will be installed to aid in the detection of trucks and buses. The command and control components of this system will be installed at the USCP Headquarters building. The camera and other sensor systems and traffic switching mechanisms will be installed at or near major traffic intersections located within the area surrounding the US Capitol
