Please explain in the area below why an STA is necessary:
Northrop Grumman has been contracted through IRAD to develop and test a radar system that will demonstrate the expected results of ground moving targets through foliage. This experiment will utilize a Synthetic Aperture Radar (SAR) in conditions where simultaneous radio frequency interference and terrain clutter interference are present. Northrop Grumman respectfully requests processing of this STA in time for the testing to commence by May 1, 2009.

Please explain the purpose of operation:
Testing a radar system that will demonstrate the expected results of ground moving targets through foliage. The experimental transmissions will use a Northrop Grumman radar that will produce 126W peak power while operating in the 420 - 450 MHz band. The antenna has a gain of 11.5 dBi. This application is being resubmitted after discussion with the FCC staff. Northrop Grumman Systems Corporation currently holds experimental authority to engage in high power mobile airborne operations on these same frequencies (420-450 MHz) under call sign WB2XIY. The instant application is to operate a relatively lowpowered fixed transmitter within the same geographic area. We respectfully request reconsideration of this request given these facts.
