Northrop Grumman Systems Corporation (NGSC) requests expedited grant of Special Temporary Authority (STA) to cover intermittent fixed/base and airborne mobile experimental testing on frequencies in the L and S Bands in the vicinity of Mojave (KERN), California to test and demonstrate data links configured for national security purposes.

NGSC requires an STA to test an Enerdyne Enerlinks II Datalink in a proprietary configuration as part of a project to develop innovative systems for the U.S. military and other government national security customers to be used in operations with law enforcement and military vessels in a homeland defense scenario. The proposed fixed/base and airborne mobile experimental operations will be located at and around Mojave, California (Lat/Long: 35-03-32 N/118-09-05 W; Elevation: 13,716 meters). The fixed/base operations will be located at an airport and will utilize an Enerdyne Enerlinks II Datalink and 18 dBm directional 2-Axis, steerable tracking antenna with a height of 2.4 meters. The transmissions will be centered at 2305 MHz, with a peak output power of 20 Watts and a peak Effective Radiated Power (ERP) of 796 Watts. The modulation will be FSK and the Emission Designator will be 5M00F2C. The airborne mobile operations will be located within a 185 kilometer radius of the fixed/base location, flying at a maximum altitude of 13,716 meters, and will utilize an Enerdyne Enerlinks II Datalink and a 4 dBm omnidirectional antenna mounted on an Adam Aircraft A-700. The transmissions will be centered at 1760 MHz, with a peak output power of 20 Watts and peak ERP of 32 Watts. The modulation will be FSK, and the Emission Designator will be 5M00F2C. NGSC will coordinate with Wireless Communications Service and Personal Communications Service incumbents prior to commencing transmissions at 1760 and 2305 MHz to avoid interference.
