Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Northrop Grumman Systems Corporation (NGSC) hereby requests an expedited grant of Special Temporary Authority (STA) to cover the telemetry operations as specified in the application for the expedited grant of a new experimental radio station authorization that has been pending before the Commission under file number 0220-EX-PL-2006 since May 2, 2006. NGSC requests that the Commission grant this expedited request for STA as soon as possible for a period of 180 days or until the Commission grants the application pending under file number 0220-EX-PL-2006. As NGSC explained in the application and related requests for expedited treatment pending under file number 0220-EX-PL-2006, NGSC was scheduled to begin its testing on May 8, 2006, of equipment that it is developing under the Multi-Platform Radar Technology Insertion Program (MP-RTIP) pursuant to a contract with the United States Air Force (Contract No. F19628-00-C-0100). The proposed telemetry operations specified in the application pending under file number 0220-EX-PL-2006 are critical to that testing. Costly and valuable equipment, aircraft and personnel are awaiting the grant of this authorization. Prior to filing the application under file number 0220-EX-PL-2006, AFTRCC had prior coordinated NGSC?s proposed request to use any available frequency with a bandwidth of 3MHz in the 2360 to 2390 MHz band for the telemetry operations, subject to prior scheduling for each usage with the DOD Western Area Frequency Coordinator. The DOD Western Area Frequency Coordinator; the DOD Area Frequency Coordinator, State of Arizona; and the DOD Area Frequency Coordinator, Nellis AFB, all had concurred by April 26, 2006, with the AFTRCC coordination of NGSC?s proposed telemetry operations. (See the AFTRCC coordination attached to this request.) Had NGSC known on May 2, 2006, that the pending application would not be granted by this date despite prior coordination with all affected entities, NGSC would have filed this request for expedited grant of STA simultaneously with its pending application on May 2, 2006. The Commission?s immediate grant of this expedited request for STA will serve the public interest by allowing the efficient use of time, personnel and equipment pursuant to an United States Air Force contract.
