Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
An STA is required to allow Motorola to demonstrate its 3GPP technology for a meeting with the financial analyst community. These meetings will occur at the Stephens Convention Center in Rosemont, IL from 7/21/06 to 7/25/06. An HSUPA demonstration consists of a prototype HSUPA mobile station transmitting at under 10mW to a commercial base station about 10 feet away. A single 5MHz channel centered at 1932.6MHz is requested for this demonstration. If this carrier frequency is not available, the HSUPA demo can operate using any center frequency between 1922.6MHz and 1977.4MHz, in steps of 200kHz. In other words, it can operate using a 5MHz band centered at any of the following frequencies: 1922.6MHz, 1922.8MHz, 1923.0MHz, ..., 1977.4MHz. Both base station and mobile station will remain fixed for the duration of the demonstration. A separate UMTS/HSDPA demonstration consists of a commercial Access Point base station (Motorola AXPT) transmitting at under 300mW to several commercial mobile stations within a 100m radius. These mobile stations transmit back to the Access Point at under 250mW. A 5MHz channel centered at 2112.6MHz is requested for downlink transmission, and a 5MHz channel centered at 1922.6MHz is requested for uplink transmission. If these frequencies are not available, the UMTS/HSDPA demo can operate using any center frequency between 2112.6MHz/1922.6MHz and 2167.4MHz/1977.4MHz, in steps of 200kHz. In other words, the downlink can operate using a 5MHz band centered at any of the following frequencies: 2112.6MHz, 2112.8MHz, 2113.0MHz, ..., 2167.4MHz. The uplink carrier frequency must be 190MHz less than the carrier frequency for the downlink as the system is FDD, thus using one of the following frequencies: 1922.6MHz, 1922.8MHz, 1923.0MHz, ..., 1977.4MHz. We do ask that if the primary requested frequencies are not available (2112.6Mhz/1922.6MHz for UMTS/HSDPA, 1932.6MHz for HSUPA) that the allocated center frequencies for the UMTS/HSDPA and HSUPA demos are separated by at least 10MHz. We would prefer the requested frequencies as we have been testing with these frequencies.
