Please explain in the area below why an STA is necessary:
On October 23, 2006, the Office of Engineering and Technology (OET) granted MSVs request for an experimental Special Temporary Authority (STA) to conduct propagation testing using terrestrial facilities in the L band. See File No. 0629-EX-ST-2006 (Call Sign WC9XTS). As MSV explained in its application, four tests will take place in twelve regions, for a total of forty-eight separate tests. With this application, MSV requests authority to add Denver and Las Vegas to the list of regions where MSV will conduct propagation tests. As under its current STA, a single transportable transmitter will be located within a 10-mile radius of the center points listed in Exhibit A and Exhibit B. All other technical parameters will remain the same as those previously approved by OET. See File No. 0629-EX-ST-2006 (Call Sign WC9XTS).
