Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The US Army selected the Lockheed Martin Desert Hawk Small Unmanned Air System (SUAS) for participation in Spiral H of the Army Expeditionary Warfighting Experiment (AEWE) at Fort Benning, Georgia. Training for the experiment will occur at Ft Benning starting on November 26, 2012 and will end on November 30, 2012. The actual experiment will take place between January 2013 and early March 2013. Special Temporary Authorization (STA) is necessary because Desert Hawk is not currently owned (or spectrum certified) by the US Government; yet for evaluation purposes, RF communications are required for the transmission of video between airborne and ground nodes. This specific STA is required to support training from November 26, 2012 to November 30, 2012. A separate STA will be requested in the future for the actual experiment occurring between January 2013 and early March 2013.
