Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Lockheed Martin is in process of verifying performance and integration of the Northrup Grumman AESA radar (AN/APG-83) with the F16 aircraft platform. To complete verification prior to installation on an aircraft for flight testing, a certain amount of open-air ground tests are required. The flight test rf authorizations are not expected to be complete until mid 2nd quarter 2015. Aircraft ground and flight tests are scheduled to begin in the 3rd quarter of 2015. The STA is needed to allow the required lab testing of the radar to proceed prior to installation and start of testing on an aircraft.
