Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The NUAIR Alliance, and its’ Griffiss International Airport test site, is one of six sites designated by the FAA for testing of Unmanned Aircraft Systems (UAS) with the goal of integrating UAS into the National Airspace System (NAS). The U.S. Department of the Interior is moving aggressively to certify unmanned systems to support fire-fighting before the next fire season begins. To this end, a joint NUAIR and Lockheed Martin team will demonstrate how UAS can be employed to fight fires. A demonstration is planned for early November at Griffiss International Airport which will employ an Indago quad-rotor VTOL to locate a staged fire and an unmanned K-MAX helicopter to ferry water to fight the fire. The demonstration must be performed before winter to provide adequate time for NUAIR and the FAA to work the procedural details of flight operations and certification to support the Department of the Interior’s needs. Surveillance radar will play a key role in enabling UAS to operate in the NAS, hence Lockheed Martin has been requested to provide a mobile ground based surveillance radar to participate in the November demonstration. Lockheed Martin plans to employ an AN/TPQ-53 (a.k.a. “EQ-36” as shown on license application) mobile radar to support the fire-fighting demonstration as well as others to be planned over the upcoming months. Therefore, the STA is specifically required to support these demonstrations.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The AN/TPQ-53 ground based radar will be used to provide real-time detection and tracking of UAS targets. The data will be used to assess the role of ground based radar in future UAS operations. The requirement for ground based radar observation of UAS is expected to be a key element of future UAS CONOPS. This STA is being requested for the following four locations: 1) Griffiss International Airport, Rome, New York 2) Hancock International Airport, Syracuse, New York 3) Fort Drum Army Installation, Fort Drum, New York 4) Lockheed Martin Facility, 1801 Route 17C, Owego, New York The first site is in direct support of the November fire-fighting demonstration. Sites 2) and 3) will enable radar surveillance of MQ-9 Reaper operations as may be requested with short turnaround by NUAIR and the New York Air National Guard 174th Attack Wing. The 174th operates the MQ-9 out of Fort Drum and Hancock Air Field and is working to make these assets available to satisfy potential Federal and State Government requests for UAS support in the event of natural disasters or other emergencies. Site 4) is the Lockheed Martin facility in Owego, N.Y. This site provides a means to test and optimize radar performance versus UAS targets on an approved range whereby Lockheed Martin routinely operates UAS assets.
