Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Lockheed Martin is seeking this STA in order to support a new mission for the launch and deployment of the Mexsat-2/Morelos-3 satellite (on behalf of the Secretaría de Comunicaciones Y Transportes, a government agency of Mexico). Although this launch is scheduled for October 2, 2015, signal testing is expected in advance, in early September 2015. Accordingly, Lockheed Martin is requesting an effective date of September 1, 2015 for this STA. Morelos-3 was intended be the third of three communications satellites that comprise the MEXSAT communications satellite system, but will now be the second of two that will comprise the constellation due to a Proton launch vehicle failure. The MEXSAT program provides communications to rural zones as a complement to other networks and will also provide secure communications for Mexico’s national security needs. Satellite services include education and health programs, voice, data, video, and internet services.
