Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The Squad Mission Support System (SMSS?) Unmanned Ground Vehicle (UGV) with the Gyrocam Sensor and the TORC Emergency Stop System (E-Stop) would be the only technologies for the Camp Grayling Challenge. The challenge is to demonstrate the remote operation of an Intelligence, Surveillance and Reconnaissance (ISR) equipped Squad Mission Support System vehicle via a satellite communications link over 200 miles away. Starting Nov 5 we would begin integration testing, while the actually event will take place on the 14th, with the 15th as the back-up date. The director of TARDEC and a team of US Army Colonels will remotely control from and view in a conference room at TARDEC the video from the Squad Mission Support System vehicle operating at Camp Grayling. This demonstration will help the decision makers to determine if the technology is suitable enough for an urgent needs statement to authorize sending systems into theatre.
