Please explain in the area below why an STA is necessary:
This STA is being sought for the Delta IV Heavy/EFT-1 Mission supporting launch processing operations, in-flight profiles, and a controlled re-entry of the Delta Cryogenic Second Stage (DCSS) vehicle. This launch is manifested for an earliest Initial Launch Capability (ILC) of October 29, 2014. Start of launch vehicle pad operations, where open RF transmissions would occur, may begin as early as July 29, 2014, three months prior to ILC. The post launch nominal mission profile has the Delta Cryogenic Second Stage (DCSS) controlled re-entry occurring at Lift-off +15,065 seconds (~4.2 hours). In the event of an on-orbit anomaly that would preclude the controlled re-entry of the DCSS, the worst case anticipated power-on duration, including RF transmitter radiation is ~4 days based on depletion of on-vehicle power capacity. This authorization is requested beginning July 29, 2014 through Launch + 4 days. The FX station class will be used from July 29. 2014 until launch. The MO station class will be used commencing at launch and for four (4) days thereafter (launch + 4 days).
