Please explain in the area below why an STA is necessary:
Currently have a modification application filed and pending. Under the requirements of the US Government contract we are required to set up operations of the program at designated test location in Ft. Carson, CO, as noted in the existing modification request under file number 0023-EX-ML-2002. The program is being moved to teh new test location on 06/01/2002 per government request under teh contract.

Please explain the purpose of operation:
Exhibit #1 ? The purpose of the amendment is to support evaluation of the TRACER Radar system at Ft. Carson during the first two weeks of June. The TRACER system evaluation activity is being sponsored by our Army customer and is a contract requirement. The Radar will be mounted on a truck and driven to several locations on Ft. Carson to observe various exercises and activities. The Radar antenna will be located approximately 8 feet above local terrain altitude.
