Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

Lockheed Martin has been invited by the DoD to participate in a communications experiment utilizing multiple prototype L-band radios manufactured by our partner Northrop Grumman. The radios will be operating for minimal amounts of time during a two week period. The L-band radio operates at the fixed frequency of 1378MHz. The radios will be installed in a fixed wing (Saberliner) and helicopter (Huey) aircraft as well as a ground base station. Communications will take place over an L-band frequency air-to-air as well as air-to-ground. Huey will be at < 1000ft altitude and Saberliner will be ~130K to 150K ft. altitude.
