Please explain in the area below why an STA is necessary:
Special Temporary Authority is necessary for immediate ground and flight testing, for which a permanent station license is not required, of differential GPS equipment to assist in the continued safe navigation and operation of commercial aircraft. It is in the public interest to flight test this equipment. Testing will continue for approximately three months.
