Please explain in the area below why an STA is necessary:
COAST is an experimental radar altimeter that will fly while attached to the Nanoracks External Laboratory on the outside of the International Space Station (ISS). The instrument development is funded by the Navy, but the instrument is owned by GeoOptics, Inc. and will be flown and operated by Voyager Technologies for GeoOptics. This STA is necessary to allow ground testing of the radar before flight.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
COAST is an experimental radar altimeter that will fly while attached to the Nanoracks External Laboratory on the outside of the International Space Station (ISS). It is demonstrating high-accuracy altimetry measurements in a much smaller form factor than traditional satellite instruments, enabling significantly lower cost altimetry and other radar products for government and commercial users. Ground testing is required to ensure that the radar works as expected before it is flown.
