Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

Our company is performing a demo of our unmanned air vehicle (UAV) at the request of NASA and NOAA. We are requesting a temporary extension of the 160km mobile radius of our existing license (0038-EX-ML-2004) to 324km mobile radius for this demo. After take-off, the UAV will be switching to satellite link to perform the demo; however, if satellite link is lost, the UAV switches back to C-Band and uses the permitted frequencies. We are requesting the expansion of the mobile radius to accomodate this possibility. The UAV will be flying northwest of our base location of Adelanto toward the Channel Islands off the coast of Santa Barbara.
