Please explain in the area below why an STA is necessary:
Ericsson and Verizon Wireless are working together to meet the exponential data demand from their mobile broadband customers. In order to continue to deliver the same level of performance to their LTE customers, Verizon hopes (pending regulatory approval) to deploy a second carrier for their LTE network. This STA is needed to test the second carrier deployment.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
Network testing Once the second carrier is deployed, the two carriers (AWS and 700 MHz) will work together. In this trial, Ericsson and Verizon wireless will test new optimization techniques related to having a dual carrier network. Specifically, this experiment will test how to properly load balance the network, will test interactions between different bands of LTE and handovers between LTE and eHRPD systems. Pending regulatory approvals, the best practices that are developed in this experiment will be applied in the nationwide second-carrier deployment.
