Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The HF radios that Cessna currently installs in their aircraft (KHF950) is being discontinued. The radios selected to replace the KHF950 is the KHF1050, which has 200 W PEP vice the 150 W PEP of the old radios. Due to the higher power, Cessna must test the new model HF radios for interference to the aircraft navigation systems in order to receive FAA certification for the new configuration. This is required by Federal Rules and Regulations. The frequencies that we need to transmit on are assigned to other purposes by FCC Rules and Regulations.

The test frequencies were chosen by an RF engineer on the basis of their probability to interfere with the aircraft navigation systems. A KHF1050 will be installed on the test aircraft. The aircraft will then transmit on each test frequency in sequence for 20 to 30 seconds while engineers monitor the aircraft navigation systems to verify no interference was induced. If interference is detected, the configuration (antenna spacing, etc) will be modified and the tests must be repeated until no interference occurs.
