We were informed by personnel at the FCC that an STA is necessary before we can perform the tests. Also, military frequency coordinators informed us that some of the frequencies we need to use for testing can only be coordinated through the FCC.

Please explain the purpose of operation:
The testing must be performed to obtain certification of the aircraft by the FAA. Frequencies were chosen on the basis that they may cause interference to the aircraft's avionics systems. We must demonstrate that keying the transmitters on the specified frequencies will not interfere with critical systems necessary for aircraft safety and navigation.
