Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Caterpillar, Inc. hereby requests special temporary authority (STA) to conduct electromagnetic compatibility (EMC) immunity testing on specified channels in the television broadcast bands at its proving grounds in Peoria, Illinois and Tucson, Arizona until such time as the FCC acts on its underlying application for experimental authority. See FCC File No. 0003-EX-PL-2007. Caterpillar has already secured STA to conduct outdoor EMC testing at its proving grounds in Peoria, Illinois and Tucson, Arizona, but the STA did not authorize outdoor EMC testing in the television broadcast bands except for the VHF band around Peoria. See FCC File No. 0100-EX-ST-2007. The parameters of Caterpillar's proposed STA are set forth in its pending experimental application. EMC immunity testing is necessary for product safety and to comply with the regulations of various countries, including European Union countries, in which Caterpillar regularly sells machinery. To comply with these foreign regulations, Caterpillar must conduct EMC testing on at least some channels in the television broadcast band. STA is urgently needed to allow Caterpillar to comply with these regulations and complete the required EMC testing of various prototype/pilot machines under development in the next few months. The prototype/pilot machines typically have very stringent development cycles with machine schedules project managed to the hour. These prototype/pilot machines typically incorporate new technology designed to maintain or improve Caterpillar's competitive position in the marketplace. To reduce the time from development to production, Caterpillar attempts to design EMC robustness early in the development stage of its new machines. Because of the competitively sensitive nature of the design and functionality of these prototype/pilot machines, this machine program is maintained under strict security that requires any EMC testing to be conducted on Caterpillar?s proving grounds rather than the test bed of an outside vendor. In these circumstances, it is crucial to establish and maintain a specific schedule to perform the EMC testing. Unfortunately, without STA to conduct EMC testing on at least some channels in the television broadcast band, Caterpillar will be unable to establish such a schedule in the near future due to the current backlog of experimental applications pending at the FCC. For all of these reasons, Caterpillar requests STA so that it can schedule and complete EMC testing on its prototype machines that complies with the regulations of a number of countries in which it sells equipment. Given the importance of these prototypes to maintaining and enhancing its global competitive position, Caterpillar submits that the requested STA is in the public interest and should be granted.

Caterpillar, Inc. hereby requests special temporary authority (?STA?) to conduct electromagnetic compatibility (EMC) immunity testing on specified channels in the television broadcast bands at its proving grounds in Peoria, Illinois and Tucson, Arizona until such time as the FCC acts on its underlying application for experimental authority. See FCC File No. 0003-EX-PL-2007. To reduce the time from development to production, Caterpillar attempts to design EMC robustness early in the development stage of its new machines. Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
This request for special temporary authority (STA) is to allow Caterpillar, Inc. to perform outdoor electromagnetic compatibility (EMC) immunity testing of its largest industrial machinery on certain specified channels in the television broadcast bands. Caterpillar must conduct EMC immunity testing to comply with regulations in certain countries, including European Union countries, in which it regularly sells its largest industrial machinery. EMC immunity testing involves placing a transmitting antenna on or near the equipment under test (EUT) and generating an RF signal with an RF signal generator and amplifier. STA for outdoor testing is necessary because the size of some of Caterpillar?s heavy machinery makes testing in an absorber-lined, shielded enclosure difficult or impossible. STA is urgently needed here to allow Caterpillar to conduct EMC immunity testing on certain specified channels in the broadcast band because Caterpillar cannot comply with the applicable foreign regulations without conducting some testing in that band. Without STA to test on some channels in the television bands, Caterpillar will be forced to stop exporting new machinery to many foreign markets, including the European Union countries.
