Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This STA is necessary in order to permit two-way radio communications to coordinate video production, and to provide some temporary spectrum for wireless microphones for video production on-site at three different motorsports races at the Indianapolis Motor Speedway. The applicant has LTTS and Low Power Auxiliary licenses for its normal activities, but these three events involve an extraordinary shortfall of spectrum for video production coordination and for wireless microphone operation. The proposed spectrum is allocated to Television channel 15, and as shown in the attached frequency coorrdination exhibit, there is no Channel 15 television station whose service area includes the Indianapolis Motor Speedway. Therefore, interference-free operation is proposed. Should any interference be encountered prior to or during any of these events, use of the frequencies will immediately cease.
