Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of frequencies in the 450 - 470 MHz band for the purpose of providing logistic support for network coverage of the Tour of California Bike Race. The requested use will be for the period from February 16 through February 26, 2007. Broad Comm provides radio-frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. In that there are significant logistics involved in covering such an event, the network will need the use of several frequencies above and beyond those normally avaialble for their day-to-day production activities.
