Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of the frequencies 2350, 2361, 2372, 2383 and 2394 MHz for the purpose of providing coverage of the presidential inauguration by the ABC and NBC television networks. This request is for the period of January 18 through January 21, 2005. Broad Comm provides radio-frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. Broad Comm requests authority to use these frequencies to permit use of portable video camera transmitters that operate in the 2.3GHz frequency band. Hardware limitations prevent operation of these cameras in spectrum reserved for broadcast auxiliary operations. Additionally, operation of these low power transmitters (250 mW) on broadcast auxiliary frequencies is not spectrally efficient considering the possible need for spectrum by local broadcasters to cover the event. Due to the low power (250 mW) and the low antenna height no interference to other users of the requested spectrum is anticipated. Coordination will be requested as appropriate and will be provided prior to this event.
