Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of frequencies in the 2 GHz range for the purpose of supporting an emergency project by the Massachusetts Institute of Technology Center for Ocean Engineering (MIT) related to the Gulf of Mexico oil spill. MIT is working on a project related dealing with the disastrous effects of the oil spill. Part of the project requires collecting continuous video data from an aircraft that will fly over the Gulf. The video feed needs to be relayed to nearby receiving stations either on land or on vessels near the aircraft. The operation may require the aircraft to fly out over the Gulf to a maximum distance of 300 miles (483 km) from the New Orleans, LA area at altitudes up to 3,000 feet. Three frequencies are being requested, 2,210, 2,220 and 2,230 MHz, with the hope that one of them will be relatively interference free during the time of this project. The project is scheduled to be ready for operation on July 15, 2010 and may last four to six months. Due to the emergency aspect of this project expedited processing is requested.
