Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of TV channels 16, 19, 20 and 21 for the purpose of providing logistics communications support for the televised coverage of The U.S. Open Golf event and related activities at Congressional Country Club in Bethesda, MD for the period of June 10 through June, 19, 2011. Broad Comm provides radio frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. The number of channels and units requested is to satisfy the needs to cover an event of this magnitude and to allow for the fact that the channels are shared with other users making some at times unavailable.
