Please explain in the area below why an STA is necessary:
In this Application, The Boeing Company (?Boeing?) requests that the Commission grant Boeing special temporary authority (?STA?) to operate up to two 1.0 meter maritime antennas (earth stations onboard vessels or ESVs) near its System Integration and Testing Facility (?SIF?) in Kent, Washington. The requested experimental STA will assist Boeing in conducting critical testing and evaluation of the ESV antenna system and services to be deployed for the Connexion by Boeing Maritime service. The technical and operational parameters of the ESV SIF test antennas will be precisely the same those described in experimental STA application File No. 0401-EX-ST-2005, except that the antennas will remain stationary at the SIF facility and operate as fixed stations (rather than on vessels at sea), and Boeing hereby incorporates by reference the technical demonstrations for these antennas made in Boeing?s prior experimental applications. In this connection, the proposed testing will assist Boeing in responding to Commission inquiries regarding specific parameters of its proposed 1.0 meter ESV antenna. During a portion of the testing and experimental operations, the antenna will be mounted on a 3-axis positioner so that is capable of rotating 360 degrees in azimuth, + 45 degrees in roll, and + 15 degrees in pitch to simulate vessel movement. Given that the antennas will operate at a fixed location, however, their interference potential is substantially less than that of Boeings previously authorized experimental AMSS and land mobile operations. Further, the Commission has previously authorized experimental testing using this three-axis positioner. See File No. 0356-EX-ST-2003. Boeing seeks to commence antenna testing on September 6, 2005. Accordingly, Boeing respectfully requests that the Commission grant Boeing an STA to conduct the testing and experimentations described herein and in the accompanying FCC Form 442 at the earliest possible time.
